Final payments and the clearance procedure depend on the vehicle's specifications, documents, origin, customs value, importer status, place of registration, and the rules in effect on the declaration date.

Customs clearance can only be calculated after the jurisdiction is determined and documents are checked. The Republic of Moldova and Transnistria apply different regulations and official rates — the same car can face a different clearance procedure, so the place of future registration must be decided before bidding at auction or buying from a seller.

First determine where the car will be cleared

The preliminary scheme is affected by:

  • the place of permanent use and registration;
  • private-individual or legal-entity status;
  • the vehicle's origin;
  • the import route;
  • eligibility for a possible special regime;
  • the ownership document;
  • the vehicle's age and technical specifications.

The jurisdiction should not be chosen based solely on an online calculation result — the legality of subsequent registration and use of the vehicle must be taken into account.

Documents that are usually checked

The ownership or registration document, invoice/contract/auction confirmation, proof of payment, transport document, document of origin (if relied upon), identity document or company documents, a power of attorney for a representative, and technical vehicle data. Having a document does not automatically mean the declared value or benefit will be accepted.

Clearance in the Republic of Moldova

Since January 1, 2026, the tax regime for passenger cars has changed: the Ministry of Finance has indicated VAT applies under general principles, with a phased adjustment of the excise burden. Wording about a universal 0% VAT for specific categories from older materials is not used without verifying the specific legal basis.

In 2026, fully electric vehicles registered in the Republic of Moldova are also subject to a road fee tied to gross weight — this should not be confused with import payments. The final amount is affected by the vehicle classification, customs value, origin, technical data, and any special regimes.

Clearance in Transnistria

Separate official rates and the State Customs Committee's calculator apply to Transnistria. Percentages from older materials should not be treated as current — the rate and procedure may have been updated. Before purchase, verify: the current edition of the rate, the vehicle's category and specifications, documents confirming the value, eligibility for any benefit and its limits, and the requirements for temporary or permanent import.

Electric and hybrid vehicles

The powertrain type affects classification and possible payments, but formulas like "electric vehicle — always 0%" or "hybrid — a fixed discount" are not used without reference to a rule in force. Verification requires precise technical data: powertrain type (BEV, HEV, MHEV, PHEV), internal-combustion engine displacement, electric motor power, gross weight, manufacture date, and date of first registration. A model's marketing name does not replace classification based on documents.

What customs value is

Customs value is not always equal to the auction bid: its determination may take into account purchase documents, transport, and other costs under the applicable rules. The customs authority is entitled to request confirmation. Before purchase, keep the auction page and result, invoice, bank documents, contract, carrier invoices, insurance documents (if paid), and correspondence confirming the deal terms.

Mistakes that increase risk

  • buying before the jurisdiction is determined;
  • using last year's calculation;
  • confusing VAT, excise, duty, road fee, and registration costs;
  • expecting a benefit without checking all conditions;
  • a mismatch between the VIN or technical data and the documents;
  • underestimating the budget to the lot's current bid;
  • no confirmation of transport costs;
  • choosing a vehicle that is hard to register due to document status or damage.

Frequently asked questions

Can clearance be calculated from just make and year?
No. A meaningful calculation needs at least the VIN, price, engine or powertrain type, documents, origin, and clearance location. Make and year only give a rough scenario.
Why can a calculation made before purchase change?
The purchase price, exchange rate, transport cost, document data, customs value, or the regulatory framework can change. The final amount is determined at clearance based on the accepted data.
Are the rules the same for Chișinău and Tiraspol?
No. The difference is not the distance between the cities but the clearance and registration jurisdiction. The Republic of Moldova and Transnistria apply different rules.
Is an electric vehicle always exempt from payments?
No. Since January 1, 2026, a blanket exemption claim cannot be used without reference to a specific rule in force. Besides import obligations, registration or road fees may apply.
Can an exact amount be guaranteed in advance?
No. Until original documents are checked and the data is accepted by the clearance authority, only a preliminary calculation with assumptions can be prepared — it is not a decision by the customs authority.
Does the vehicle price need to be confirmed?
Yes. Keep the invoice, auction confirmation, payment documents, and related invoices — the clearance authority may request additional proof.
